Job Requirement:
V-Project Management Consulting LLC is seeking one Senior Project Manager to manage and support a Modernization Project with the Comptroller of Maryland’s Central Payroll Bureau (CPB) to implement a modern payroll processing solution in replacement of the legacy system, to which it can migrate data from the legacy system, and which will utilize standardized industry best-practices, and streamline and automate legacy business processes. The Senior Project Manager will oversee the full project management life cycle and software development life cycle for the implementation of this highly complex, large-scale, strategic IT initiative.
Required Degree:
Bachelor’s Degree from an accredited college or university in Business or Public Administration, Computer Science, Communications, or a related field.
Current Project Management Institute (PMI) Certified Project Management Professional (PMP).
Current PMI-Agile Certified Practitioner (PMI-ACP) or equivalent.
Required Relevant Years of Experience:
At least eight (8) years of IT and business experience in strategic planning, development, implementation, and maintenance of systems, preferably across multiple hardware and software platforms.
Required Years of Experience:
At least five (5) years of experience with procurements for large, complex solicitation for IT products and services.
Demonstrated working knowledge of Systems Development Lifecycle and the Project Management Lifecycle (SDLC).
Experience working with state or governmental agencies in preparing solicitations for implementation of IT projects.
Previous technical project management experience in a dynamic environment.
At least three (3) years of experience in using MS Office 365 including MS Word, Excel, and PowerPoint.
At least two (2) years of experience using Google Suite including Gmail, Drive, Docs, Sheets, Forms, and Slides.
Demonstrated written and verbal communication skills.
Excellent interpersonal and communication skills in managing projects.
Strong analytical, problem-solving skills, and attention to detail.
Preferred/Specialized Qualifications:
Master's Degree from an accredited college or university.
Experience working in Project Management Office (PMO) or leading PMO payroll industry experience at a state or federal government agency.
Knowledge of state or federal Government policies and practices; specific experience with successful largescale program management within a cross functional environment.
Out of the eight (8) years of general experience required, at least five (5) years in a combination of the following: Project Management experience (which could include consulting) with state-of-the-art hardware and software systems knowledge and implementation experience in new computing architectures and networked computing structure
Experience in program/project management and execution of multiple related development projects simultaneously on systems development.
Responsibilities:
The Contractor will oversee the full project management life cycle and software development life cycle for the implementation of a modern payroll processing solution in replacement of the legacy system, to which it can migrate data from the legacy system, and which will utilize standardized industry best-practices, and streamline and automate legacy business processes.
The Senior Project Manager will be a highly skilled professional with a start-up mentality, capable of succeeding in a complex environment involving input from multiple state agencies and vendors. This individual is committed to helping the organization deliver high quality technology products.
Project lead, accountable for the entire project scope and all phases of the project life cycle (including planning, executing, monitoring, controlling and close out), the project resources, the project budget, and the success or failure of the project. Ensure that the project is successfully implemented on time and within budget.
Become familiar with State of Maryland procurement procedures and policies.
Review and provide feedback on requirements, solicitations, deliverables, proposed solution and milestones.
Collaborate with the CPB Management, Procurement and Office of Information Technology staff to author, review and edit a highly detailed, comprehensive description of all CPB needs, specifications, and requirements.
Collaborate with the CPB Subject Matter Experts (SMEs) and Technical Writer to conduct an analysis of the existing system, gather supporting documentation to clarify the current state of the business processes to be documented in solicitation documents.
Verify with Technical Writer and CPB Management detailed information on current processes and required enhancements.
Meet and communicate with stakeholders to review and clarify information to be included in any solicitations.
Communicate with CPB management periodically and provide status reports on conducting the research on RFI/RFP that will meet the needs of CPB.
Provide recommendations for enhancements based on current industry standards and practices.
Conduct scheduled meetings with internal project team(s), stakeholders and contractors.
Support business analysis work related to the project.
Identify potential project risks and their implication to the organization/project and recommend mitigating measures to manage the risks.
Ensure adherence of all deliverables to appropriate standards and quality levels.
Conduct a gap analysis and identify gaps in technology capability versus business requirements
Create detailed project plan to include timeline, resource plan within the approved budget.
Identify and track the critical path of tasks and activities within the project.
